Plutarch Heavensbee's motives were never established, making him a character that exists outside the pattern of established reasoning in The Hunger Games series. Despite his actions enabling the liberation of Panem, it cannot be said that Plutarch's motivations were entirely altruistic. He used countless others as pawns to achieve victory and reaped the rewards. Plutarch's role in the rebellion showcased his brilliance, but also his selfishness. He was neither a hero nor a villain, but a pragmatist driven by his own ambitions. Without him, Panem would still be enslaved.
